[MERGE] bzr+https is not a supported protocol

Hi,

    bzr doesn't support bzr+https:// even though
all the infrastructure is in place to do so. I've attached a fairly
simple patch which enables this functionality.

    Launchpad bug is at https://bugs.launchpad.net/bzr/+bug/128456

    I havn't added any tests as I couldn't find any tests that tested
basic functionality of bzr+http to work off and python isn't my
strongest language.
