TortoiseBZR not working?

I downloaded and installed tortoiseBZR (apparently correctly) but it doesn't
seem to function:

1) No overlay icons in directories under version control

2) Only three shell extensions: Help/About/Preferences (does nothing),
Commit and Diff, both of which messagebox the error "Unknown Commit [or
diff] Command".

 

I don't really know how what I'm doing, but it looks like this line is
failing:

command_mod = __import__('commands', globals(), locals(),
[command_filename])

 

I tried replacing it with: "import CommitCommand" and that failed too.

 

My reason for thinking it installed ok:

 

C:\bzr\tortoise\trunk>\sw\Python25\python.exe TortoiseBZR.py status
