How useful is it to retrieve the mail-to address from the local branch
rather than the submit branch? If it's not, would it be ok to no longer
support ``submit_to' set in the local branch?

I think looking at both the local and the submit branch is confusing
because for the local branch ``submit_to'' means "where to send changes
made in this branch" while for the submit branch it means "where to send
changes that should be merged into this branch". 

The latter is much more useful because it's always the same address for
a particular branch - it allows the maintainer of the submit branch to
tell at which address they would like to receive merge requests.

Thoughts?
