[MERGE] Fix log against smart server branches that don't support tags. (#140615)

Remote (i.e. smart server) branches claim that they support tags for all
branches, so if the underlying branch doesn't (it is an old format) the
DisabledTags will be used instead. However they didn't implement the new
get_reverse_tag_dict, so log failed against them.

The test is very low level, and doesn't actually test the symptom, as I wasn't
sure how to set up the necessary branch.
