What rationale of this patch? If description is not propagated, then why 
for it's needed?

If it will propagate, then you need to write 2-way merge logic as for 
tags and possible conflicts resolving logic as well. In this case you 
need to introduce new branch format. It seems that your patch does not 
try to cover this area.
