[MERGE] New reconfigure command

Hi all,

This patch implements a "reconfigure" command.  It can convert from
1. a lightweight checkout
2. a checkout
3. a tree-with-branch
4. a branch
5. a bound branch

to

1. a checkout
2. a tree-with-branch
3. a branch

There are other things it could support in the future
1. converting to a lightweight checkout
2. converting to a bound branch
3. converting from standalone to shared-repo-using
4. converting from shared-repo-using to standalone

But I thought the patch was long enough already, so I decided to stop here.
