[MERGE/0.91/data-loss] Subtree references not fetching correctly

There was a bug in the fileids_altered_by regex when subtree references
were in the revisions being pulled. The cause was that in a line
...revision=...reference_revision=...
The latter reversion=... content was being matched - I've fixed this by
adding a ' ' before the revision= part of the regex. The test I've added
catches this and errors without the regex change being made.
Finally I changed the format used for testing InterSameDataRepository to
cause subtrees to be enabled in this test.
This is a data-loss causing bug, if someone branches a repository and
then deletes the source, they will have to manually reconstruct the
missing weave.
