[MERGE][93947] Overwrite conflicting tags by push|pull --overwrite.

Hi,

I was trying to push a branch with conflicting tags to sftp, but bzr
kept telling me that I have conflicting tags:

No new revisions to push.
Conflicting tags:
    release-0.9.1

So my next step was to try use --overwrite, which failed with the exact
same error. I would expect that --overwrite will ignore the conflicts
and just overwrite the tags.
