[MERGE] Nuke versioned file add/get delta support, allowing easy simplification of unannotated Content, reducing memory copies and friction during commit on unannotated texts.

This follows up my previous mail about removing add/get delta support
and also includes a patch to allow pushing the responsibility for
not-adding unchanged texts down into the knit. The former makes a
significant performance difference on unannotated repositories like
packs; the latter is a precondition for some of the commit cleanup for
all repository types.
