I would guess it has to do with Aaron's recent change:
 2765 Canonical.com Patch Queue Manager 2007-08-29 [merge]
      Add rollback to TreeTransform

Can you try running with revision 2764 and 2765 to see if that indeed triggers
the error you are seeing?

Pulling a guess out of thin air... your tree somehow gives a conflict
automatically. The TT code tries to rollback, but doesn't expect the limbo
directory to already exist.

Either that, or something about the rollback code is causing it to try and
create the same directory twice.
