0.91 feature freeze next week

The deadline for feature changes for the next Bazaar release, 0.91, is
next Tuesday AEST, after which we have another week for bug fixes.
The things I'd most like to merge are the commit improvements,
streaming hpss changes, and the other improvements currently in BB.

Robert previously talked about merging the pack repository as an
experimental format, if we're going to do that we need to start
monday.  Maybe that would be better left to the next release.
