[RFC] == for underlines

Hi all,

Recently, titles were introduced into NEWS, using "=" as the underline
character.  This can look like a conflict marker, so it defeats
auto-conflict resolution.

Which sucks, because NEWS is the most common file to have conflicts.

Can we change it to some other character?
