That would be upstream version freeze. Meaning that you need to get an
exception
for uploading to repository. Good reasons are needed, and it shouldn't be a
big change
(i.e. influence large number of packages, have potential to introduce
serious regressions,
etc, etc.). A quick scan over bzr rdepends:
