[MERGE] Allow transport-specific optimisation of readv operations

This adds a readv parameter so that partial index reads doing bisection
can read an appropriate amount of surrounding data (which will be
parsed) without encoding the amount of surrounding data that is
appropriate to grab into the index layer, rather into the transport
layer.
