[MERGE][Bug #133548] bzr help does not recognise user configured aliases

Attached is a bundle which adjusts ``bzr help'' so it will display what
a command is aliased to if a help topic does not exist (assuming, of
course, that the command is an alias), fixing bug #133548[0].
