Good catch.

If the license permits, I really think we should just bundle 
modpywsgi.py into either tools/ or maybe contrib/
Most third party tools we put into bzrlib/utils/*, but this doesn't 
quite count because it is only used for configuring the smart server.

Also, maybe we should have a full apache config, plus default script, 
etc in contrib/. Sort of an example that will correctly serve all of 
/srv/bzr or something like that. It could make it a lot easier to get 
setup for some people. (There seems to be quite a bit of voodoo in 
getting Apache to work together with our wsgi code.)
