[MERGE] Implement and use Repository.iter_files_bytes

Here is a new version that I hope will address Martin's and Robert's
reviews.

I have updated the docstring to be clearer about what identifiers are.

I have tested the two major error cases: revision not present and
file-id not present.

Since there is no interface between TreeTransform and iter_files_bytes,
I have not tested that.  iter_files_bytes is used by revert and
build_tree, and causing them to generate either kind of error would
require mocking up a malformed tree to pass as input.
