That sounds good, though I would also have expected it would do
conversion from some other system into bzr.

This is also a bit like 'checkout', 'bind', etc which change the type
of thing you have in a directory, so perhaps it should be unified with
them from the user's perspective.
And maybe this should also be where the remove-wt function lives.
