[MERGE/RFC] Versioned properties spec

Hi,

here is my proposal for versioned properties.
I'd like to implement support for them after my vacation,
so I hope this document will accumulate enough comments
during next 2 weeks.

I simplify initial VP spec available at bzr wiki [1],
because I think that support for sets as property type will
complicate overall VP implementation.
Actually, sets is not my itch to scratch.

My main goal is implementing support for line-endings
and different file content encodings, and that proposed
simple VP is good enough for this. I try keeping in mind
performance question, that's why there's section about
defaults for files groups.

This spec is incomplete and provide basics. If this basics
is appropriate then I will describe in details UI-specific
things and format-bump-specific things.

If you have your own use case that will not fit in proposed
VP model, please speak on. Especially I'd like to hear
comments for Jelmer, because I guess VP could be important
for bzr-svn support.
