[MERGE] Return NULL_REVISION instead of None

Hi all,

This patch changes all functions that returned None for the null
revision to return NULL_REVISION instead.  This is an API break, but we
did warn people this would happen.

This increases clarity, reduces conversions, and allows None in the
context of revisions to mean "No value found".
