[MERGE] [0.90] --output for send is only temporary

Currently "bzr send" says

  File must be specified with --output.

This patch changes it to say

  Currently a file must be specified with --output.

as it is my understanding that this is only temporary. The change is to
try and hint to users that it will change in the future, and they
shouldn't get wired to --output.
