So that I can tell what's intended to be a vote, and what's not. I
don't think the word "approve", at the beginning of a line, is an
unambiguous vote. It could just be line wrapping.
If it detects something as a vote when it's not, either an erroneous
vote will be recorded, or the author will get an error.
