0.9 is a number that suggests "almost ready", in an emotional sense.
Using 0.9 to signify that Bazaar is "almost ready" would be nice, but
it's not really compatible with time-based releases. (We blew past it
10 releases ago.)

Or just increment a number with every release, which is close to what we
have been doing.
