Well, Evolution is one of the exceptions to that, unfortunately. I
believe Merge directives are a bit better at that. But certainly Jelmer
and Robert have generated quite a few bundles that were not directly
usable. (Though because bzrlib is all LF-only, it is safe to convert all
CRLF => LF).
