I think this is going to produce a mini-watershed when people switch
from "Bazaar merge directive format 2 (Bazaar 0.19)" to "Bazaar merge
directive format 2 (Bazaar 0.90)".  As written, Bundle Buggy can only
support one of these at a time.

I'm starting to wonder if we need a set of standardized functions for
generating and interpreting format markers.
