[merge] rename 0.19 to 0.90

[Martin Pool]

I think 0.19 is too low a number for bazaar's level of maturity.  This
changes the upcoming release number to 0.90, reflecting that we're
running up to a 1.0 release.

After this is merged I'll rename things on launchpad and the wiki.
