[MERGE] Fix for Bug 129299, BZR_PLUGIN_PATH should ignore trailiing slashes.

I haven't signed the CopyrightAssignment, due to the lack of a GPG key, 
but for what it's worth, I hereby agree to the text at 
http://bazaar-vcs.org/CopyrightAssignment, version 1.1, 2005-11-29.

This bug also covers Martin's complaint that "At the moment there's no 
test that mentions BZR_PLUGIN_PATH at all.  That can't be right."
