We've never followed this practice for bundle formats, because they're
not an archival format.  In most senses, we have not dropped bundle
format 0.9.  bzr can still read it, and bzrlib can create bundles in
this format also, and this is fully tested.  If you're asking for a
- --format switch in "send", this is awfully late in the release process
to do so.
