HPSS streaming support - release + 1

I want to propose that Andrews HPSS streaming work come in immediately
after the freeze finishes - I suspect we'll need polish time for it -
and we need the 'fetch-ghosts' command updated and made robust on the
smart server too, because this work will disable implicit ghost filling.
