[MERGE][BUG #77533] bzr status to ignore files with invalid filenames

Hi,

I improved the test case, now I also test add. Followed Martin Pool advice to skip if
the filesystem encoding allows the invalid file and how to create a really invalid
filename using \xff\xff. And changed the fix as it was failing in the new test.

Some previous patch should be superseded, but bundle buggy didnt saw that because I used
uncommit, this time I didnt it.
