Newbie question - how to publish my repository

This isn't the first person we've seen this from.  It seems there are
a lot of "creative" FTP servers out there.  Maybe they're written by
optimists; "Sure, it doesn't work now, but if you retry long enough,
maybe I'll upload a new version of the ftpd!"
