Yes, it does :)
How did you install bzr 0.18? How did you install bzr.dev?
My guess would be that 0.18 was not totally replaced, so it's still
loading the 0.18 libraries. I'm not sure about the Windows packaging.
I suggest you deinstall both and make sure there's no more traces of
bzrlib on your system, then try again.
