Well, bundle format 4 transports file, inventory and revision texts
almost verbatim, just with delta compression.  So the data for format 4
is a lot more suitable to treatment as a repo.

But bundles are still aimed for one-shot installation.  Fetch allows a
revision_id parameter, but it is not possible to predict whether a given
revision_id is included in a bundle  (you must read it to find out).
And the installation code is designed install all the data, not a subset.

So it seems like a bit of a square peg, round hole situation.
