Could you give some surrounding information? Like what files are in your
filesystem, etc?
It would seem that your filesystem claims that you are using UTF-8 as your path
encoding, but you have a file which is not proper UTF-8.
If you could give some other information like the output of:
locale
ls (in the directory with odd names)
python -c "import sys; print sys.getfilesystemencoding()"
That would help us track this down.
In general, we assume that filenames are in 'filesystemencoding()' so that we
can internally use a portable name. (So that people checking in a file on an
iso-8859-1 FS, can have it checked out with the same name on a UTF-8 FS).
