Yeah, getting this exactly right is tricky.  I *think* what's needed is:
1. Things that need a review
2. Things that I can merge
3. Things that I need to resubmit?

It's hard to know how "smart" to make 2.
- - Things that other people have approved shouldn't be listed
- - Things that I have approved that are fully approved should be listed
- - Things that I submitted that are conditionally approved should be
  listed
