Working on pre-commit hook

Hello!

Is there anyone already working on the wishlist item
https://bugs.launchpad.net/bzr/+bug/102747 (pre-commit hook)

After a short chat with LarstiQ in #bzr, I would like to volunteer
fixing it. However, I have only known bzr for two days so if it is
already being taken care of by a more capable person, it's best for us
all to sit back and watch ;-). I'm not even confident of delivering
anything, just a will to try.
