You may need to remove old push locations from your locations.conf. It
is incompatible with Bazaar 0.14 and earlier.

No. To generate a merge directive, you run "bzr submit REMOTE_BRANCH -o
FILENAME". This produces a file called a "merge directive". People can
pull or merge this file instead of pulling or merging the branch,
