[MERGE][Bug #116143] commit raises UnicodeError (traceback) if LANG is incorrect

This bundle just surrounds each of the problem clauses with a try/except
to sanitise the output.

I haven't added any test coverage because I wasn't sure if there might
be a problem testing with Unicode characters on non-Unicode platforms
and so thought it best to get some feedback.
