I've done a test merge, and it was trivial to update Bundle format 4, so
this shouldn't be a blocker.  I'm inclined to agree with Robert that we
really don't want whitespace in file-ids or revision-ids.  In fact, if
it turns out there are a small number of projects that have whitespace
file-ids or revision-ids, I'd suggest using rebase to change the
relevant ids.
