[merge] separate and activate bencode tests

Andrew and I are using bencode within one of the smartserver commands,
and that reminded me that the tests are currently inline within that
module, so loaded every time but never run.  This separates them and
runs them.

They still use assert within the tests where we generally prefer one
of the assertion methods, but that doesn't seem worth changing at the
moment.
