Some people have noticed that the Bundle Buggy notifications aren't
showing up.  Also, the auto +1 for reviewers isn't happening.  Which
leads me to suspect that Bundle Buggy is not completing the request
submission process.

I recently switched BB's SQLAlchmy wrapper from ActiveMapper to Elixir.
 These issues are probably related to that switch.
