Well, I have 2 plugins that could be pretty quickly pulled in to do something
for our current codebase. The only problem is that one is a lot slower than the
other. Rebuilding the .kndx files can be done fairly quickly. Rebuilding all of
inventory.knit takes a lot longer.

I don't really like it but maybe we could have some sort of effort for pack to
use. (bzr pack --thorough, bzr pack --harder)

I'm not 100% sure about the name 'pack', but it is probably ok.

But I agree with Aaron, that it should be a hidden command if it is currently a
no-op.
