cheeseshop & release management

I'll update the doco shortly, but in the interests of time - Ian and
whoever else is doing RM work will need to be listed as a maintainer on
cheeseshop.

Registration is easy - go to cheeseshop.python.org, register, and tell
me the account name you setup, I'll add you to the bzr package.
