[merge] don't use 'dots' progress output on non-interactive runs

This makes bzr not use 'dots' progress style on noninteractive
sessions: now, unless you set the environment variable, you either get
the pretty bars or nothing at all.  This looks a lot better when run
from cron or gvim, especially with the recent changes to commit
progress indicators.

Robert asked about running from plain vim.  That's unaffected, because
the subprocess gets access to the real terminal.
