bzr.dev now open for 0.19 development

All,

0.18rc1 is now being packaged. I'll send an announcement out to the list
once it is available for download, together with a summary of changes
since 0.17, etc.

In the meantime, the good news for developers is that bzr.dev is now
ready for 0.19. If you were holding back from submitting changes because
they were too risky late in the 0.18 cycle, you may submit them now to
bzr.dev.
