progress bars for commit a bit noisy in non-interactive mode

So, lets:
 - change that comment to say 'The versions here are authoritative; to
submit changes please just mail the list. The wiki versions of each page
will be turned to a redirect to the latest-release copy of the matching
document after it has been audited for content not in the bzr tree.'

That would appear to be all thats needed to execute the core of the
change.
