[MERGE] Fix the dbus plugin by changing the SmartServer hooks API.

This breaks the SmartServer hooks api (but AFAIK only bzr-dbus uses
that) to make it handle more cases. The NEWS should document everything.

I'd really like this in 0.18 as I'm doing a talk on Tuesday about
bzr-dbus!
