Call For New Bazaar Windows Maintainer

Yes, having a new person identified as the windows maintainer would be
very good.

The biggest core issue relating to Windows is likely dirstate locking
- but I think this only affects Win98?  There was some discussion
previously about whether we really need write-excludes-reader locks on
dirstate.  I think we probably need to reconsider the idea of always
updating this file in place.
