win32symlinks plugin is broken

Tonight I discover that my plugin for fake symlink support is not working properly with 0.17 or
bzr.dev. It seems that bzrlib internals changed too radically during last months.
I.e. I'm not sure I can fix it without hacking in bzrlib. I think best fix is to implement
support for fake symlinks inside bzrlib. I.e. my plugin does not work anymore.
