[MERGE] teach windows installers to build pyrex/C extensions

As I understand, John is about to merge first pyrex extensions for bzr.
So it's time to teach our windows installers to build extensions as well.

The patch provide necessary changes for this job.
It's also will create 2 python-based installers for Python 2.4 and 2.5,
because compiled C-extensions should be built against specific Python
version.
